Men aged 18–60 abroad: Reserv+, temporary protection and consular services

Do the new rules affect people who already have temporary protection?
No, if you received protection by 30 July 2026 and keep it continuously in the same country. The military-obligation condition applies to new applications.
Who exactly is affected?
New applicants who are subject to military obligations under Ukrainian law. Men aged 18–22 may leave Ukraine lawfully, but countries can ask for Reserv+ registration and an e-VOD. Men aged 23–60 are asked for proof of lawful departure and compliance with military obligations.
Which documents are accepted?
Usually a passport with the lawful exit stamp, a printed electronic military registration document (e-VOD) from Reserv+ and any deferral or exemption papers. Requirements differ by country; a screenshot is generally not accepted.
I want to move from Poland to Czechia or Germany. What changes?
In the new country protection is a new application, so the new condition can apply. Do not give up your status in the first country until you are sure of protection in the second.
Will the consulate issue a passport?
Men aged 18–60 need a valid Reserv+ e-VOD for consular services. The “no earlier than 72 hours” rule was dropped: the document only has to be valid when you apply. Service is refused if the e-VOD is missing, invalid or needs data updates.
How do I update my data from abroad?
Through the Reserv+ app or the online conscript cabinet. The law requires reporting changes within 7 days. If something does not work, contact the Ukrainian consulate.
I was refused protection. Will I be deported?
A refusal of temporary protection does not mean automatic deportation. The decision states the appeal deadline; the regular asylum procedure with individual review remains. Contact refugee counselling or a lawyer.
