Czechia for Ukrainians: what to do after arrival

Core guide for a personal application, usually through KACPU for newly arrived people.

Booking and filing before arrival

The first application is made in person in Czechia

For most newly arrived people the route goes through KACPU; other categories file in person at the designated Ministry of the Interior office.

What you can do before arrival

You can check the KACPU, documents, and opening information in advance, but an online step does not replace the in-person application.

What to do after arrival

After arrival, go to the KACPU for your region or the Ministry office if your case falls outside the standard KACPU route.

Core path in Czechia. Military proof depends on the profile, not on every application.

What you need to do

Start with the first practical steps. The full path and official sources are below.

  1. 1

    Arrival

For most newly arrived people from Ukraine, the application is made in person through KACPU, the Regional Assistance Centre for Ukraine.

    What to prepare

    • · An identity document if you have one
  2. 2

Choose the filing location: KACPU or a Ministry office

If you arrived in Czechia after 24 February 2022, file the standard temporary-protection application in person at KACPU. A family member of a Ukrainian citizen travelling with that citizen also applies at KACPU. Other cases are filed in person at a Ministry of the Interior office.

  3. 3

If you did not complete the in-person visit by 30 September, check your status now

For the 2026 extension cycle, online registration by itself kept protection only until 30 September 2026. If the in-person visit for the new visa sticker did not happen by the deadline, do not assume the extension is complete — check your IPC account and contact the Ministry/KACPU immediately.

Where to go: The Ministry of the Interior office shown in your appointment

    What to prepare

    • · Online-registration / appointment confirmation
    • · A valid travel document if you hold one
    • · For representation of a child under 15, proof that you may represent the child where required

    What to do

    • · Find the KACPU for the region where you are staying

Why this matters: An online step does not replace a personal application when one is required.

Council Implementing Decision (EU) 2026/1912, as corrected on 5 August 2026, extends temporary protection until 4 March 2028. The military-obligation condition applies from 5 August 2026 and does not apply to a person who already had temporary protection in the same state on or before 4 August 2026 and continuously kept it. https://eur-lex.europa.eu/eli/dec_impl/2026/1912/oj/eng

    What to do

    • · If you arrived after 24 February 2022, continue to the KACPU for your region
    • · If your case is outside the standard route above, use a Ministry of the Interior office

Why this matters: BESSMERA separates the standard route from exceptional cases so you do not travel to the wrong office.

    Ministerstvo vnitra ČR

    What to do

    • · Check the appointment date, time and office in your online account
    • · If 30 September 2026 has already been missed, open your IPC account and check the current Ministry status/message
    • · If you need to change the appointment, do it through the official account; the Ministry does not guarantee a replacement slot
    • · After the new visa sticker is inserted, check that it is valid until 31 March 2027

Why this matters: This is a critical transition deadline for people who already held temporary protection and registered online for the 2026 extension. It does not apply to a newcomer making a first application today.

Checked 1 October 2026. The 30 September in-person deadline has passed; if the visit did not happen, BESSMERA does not assume automatic restoration — verify your individual status with IPC/Interior.

  4. 4

If you expressed interest in ZDP, check the result and register from 1 October

From 1 October 2026, temporary-protection holders who expressed interest in the special long-term residence (ZDP) in time can see their eligibility result in the IPC account. If the conditions are met, registration and booking for an Interior Ministry visit become available there; registration remains open until 31 December 2026.

    Ministerstvo vnitra ČR

    What to do

    • · Sign in to IPC from 1 October 2026 and open the eligibility result
    • · If eligible, complete online registration by 31 December 2026
    • · Book the Interior Ministry appointment; all members of a registered joint household must attend the chosen appointment
    • · There is no need to race for the first hour: IPC states registration remains open through the end of December

Why this matters: This is a voluntary separate route for some temporary-protection holders. It is not a newcomer requirement, and not obtaining ZDP does not by itself cancel temporary protection.

Checked 1 October 2026. This step is only for people who previously expressed interest in ZDP and received a positive eligibility result.

  5. 5

Prepare the KACPU document package before travelling

The Czech Interior Ministry publishes a concrete basic package for a first application. If you have private accommodation, it is best to bring the accommodation proof physically with you; if you need state humanitarian housing, there is a separate route through KACPU Ostrava.

    Ministerstvo vnitra ČR

    What to do

    • · Complete the application form before travelling to KACPU
    • · Prepare original ID/family documents and accommodation proof separately
    • · If accommodation proof is electronically signed, do not treat a simple printed PDF as an original; check the authorised-conversion requirement
    • · If you have no private accommodation and need state humanitarian housing, use the KACPU Ostrava route that centrally assigns this accommodation

Why this matters: An incomplete package can delay the in-person filing, and an invalid accommodation document can force another trip.

  6. 6

Prepare eVOD correctly — a Reserv+ screenshot is not accepted

For applications filed from 5 August 2026, people aged 18–60 who are subject to Ukrainian military obligations must meet the new evidence rule. Ages 18–22 must show Reserv+ registration and provide a paper eVOD; ages 23–60 must have the required full-removal information recorded in the paper eVOD.

    Ministerstvo vnitra ČR

    What to do

    • · Do not attend with only a screenshot; print the eVOD
    • · Before travelling to KACPU, open Reserv+ and make sure your profile is accessible and current
    • · If you are 18–22, make sure you can show registration in Reserv+
    • · If you are 23–60, check that the eVOD contains the full-removal information required by the Czech rule
    • · If the rule does not apply to you, do not add this document to your mandatory package just in case

Why this matters: This is exactly the kind of detail that can waste a trip to KACPU: an ordinary Reserv+ screenshot is officially not accepted.

The rule applies to first, repeat, and family-reunification temporary-protection applications filed from 5 August 2026. It does not apply to people who already held valid Czech temporary protection when the decision took effect, and the evidence is not required for the extension to 31 March 2028.

  7. 7

If you have nowhere to live, use the separate state humanitarian-housing route

Free state humanitarian accommodation in Czechia is limited to a maximum of 90 days from the first grant of temporary protection. For allocations across Czechia except Prague, KACPU Ostrava is the central point; an ordinary regional KACPU does not replace this housing route.

KACPU Ostrava / state humanitarian accommodation

    What to do

    • · If you need state humanitarian accommodation outside Prague, use KACPU Ostrava and check its current office hours
    • · After allocation, keep the written confirmation showing the accommodation address
    • · Count 90 days from the day after the first temporary-protection grant; a repeat grant does not start a new 90-day period
    • · Start private-housing search immediately because free state accommodation ends after 90 days for all groups
    • · If you arrive without housing outside office hours or are waiting for a decision, use the short-term shelter identified by the Ministry as the 24/7 emergency route

Why this matters: A person with no housing can lose a day by going to an ordinary KACPU expecting accommodation to be assigned automatically. State housing has its own procedure.

Assigned state accommodation generally cannot be changed merely because your job or your child's school is in another city.

  8. 8

If income is insufficient, make a separate Humanitarian Benefit application

HuD is not paid automatically with temporary protection. The assessment considers income, savings, household composition and housing costs. In the month protection is granted, an application can be made at the Labour Office; afterwards the standard route is generally online.

    Úřad práce ČR

    What to do

    • · In the month temporary protection is granted, check filing through the Labour Office or the current official online service
    • · Do not omit foreign accounts; MPSV explicitly requires bank statements for all accounts
    • · If the calculation or online form is unclear, call the Labour Office Ukrainian line on 950 180 100 or use ua@up.gov.cz
    • · Do not budget on a guaranteed fixed HuD amount; entitlement depends on household circumstances

Why this matters: This is a separate financial process. Waiting for KACPU or the visa to trigger payment automatically can leave a family without support during the first weeks.

  9. 9

Today: go to your regional KACPU with a ready pack

For most new applications, Czech temporary protection is filed in person at the KACPU for your region — not at a random office and not via a chat broker. Check the address and hours on ipc.gov.cz before you travel; bring the documents from your preparation step.

    KACPU

    What to do

    • · Open the official KACPU list and save the address for your region
    • · Check hours / whether booking is required on the current page before you leave
    • · Attend in person with your document pack; children who are applying must also be present
    • · Ask for filing confirmation on site and verify name spelling
    • · Do not pay a Telegram 'helper' for a KACPU slot — the route is official and free

Why this matters: Personal attendance is part of the procedure. The wrong office or an empty pack means a lost day and another queue.

  10. 10

Collect the protection document and check the date (90-day insurance starts there)

After an accepted KACPU application you receive a temporary protection document. From its issue date the 90-day state health insurance period runs — set a reminder. Extension to 2028 is not automatic — follow official MV notices.

    Ministerstvo vnitra ČR

    What to do

    • · Check name, date of birth and validity on the document
    • · Note the issue date — 90 days of health insurance from there
    • · Photograph/copy it and keep the original safe

Why this matters: Without the document, work, address and healthcare providers cannot see your status. A name error on the document later blocks the bank.

  11. 11

The state pays public health insurance for the first 90 days — decide who pays after that before the period ends

After Czech temporary protection is granted, you are automatically included in public health insurance for 90 days. After that, another payer basis is needed: for example, an employer pays contributions for an employee; in other situations you must arrange the correct payer category with your insurer.

    Zdravotní pojišťovna

    What to do

    • · As soon as protection is granted, confirm which zdravotní pojišťovna you are registered with
    • · Set a reminder before 90 days from the first grant of protection
    • · If you start work, verify with the insurer that employer contributions are being recorded correctly
    • · If you are not working, contact the insurer before day 90 and confirm your payer category and whether any filing is required

Why this matters: The worst time to discover this is after day 90, when a debt or coverage problem may already exist. Treat it as an advance deadline.

A repeat temporary-protection application does not automatically start a fresh 90-day state-paid insurance period.

    School

Contact the local school or education office for your address. BESSMERA does not assign a school instead of the municipality.

    What to do

    • · Find the school or education office for your address
    • · Bring the child’s available identity and school records; do not delay the first contact only because a school document is missing

Why this matters: School placement is handled locally, but you can prepare the basic documents before the first contact.

  13. 13

Temporary protection gives free access to the labour market; no separate work permit is needed

Valid Czech temporary protection gives free access to the labour market. For ordinary employment you do not first need an employee card or a separate authorisation for a specific job.

    Úřad práce / employer

    What to do

    • · Show the employer your valid temporary-protection document
    • · Do not apply for an employee card merely because an employer normally hires other third-country nationals that way
    • · After starting work, verify that employer health-insurance contributions are being recorded correctly
    • · Check your registered address: if cancellation of accommodation leaves you registered at a Ministry office for more than 90 days, temporary protection and free labour-market access can end

Why this matters: The practical focus after status is not obtaining a work permit, but showing a valid document, signing lawful employment, and keeping insurance and address records correct.

If you move for more than 15 days, report the new address within 3 working days

A Czech temporary-protection holder must report an address change when planning to stay at the new address for more than 15 days. Report it only after the move actually happens, but within 3 working days.

    Ministerstvo vnitra ČR / KACPU

    What to do

    • · Report only after the actual move, but no later than 3 working days afterwards
    • · Submit at KACPU / a Ministry office, by post, datová schránka, email with a recognised electronic signature, or through a representative
    • · If sending by post, never send the original travel document
    • · Check Portál občana to confirm the new address is actually recorded

Why this matters: This is not just administrative housekeeping. If your accommodation is cancelled and you remain registered at a Ministry office address for more than 90 days, temporary protection can end.

Reporting an address change is free of charge.
