Sweden for Ukrainians: what to do after arrival

Booking and filing before arrival
Even the first-application e-service requires you to already be in Sweden
Migrationsverket explicitly states that a first-time e-service applicant must be in Sweden.
What you can do before arrival
Prepare digital document copies, email, and a phone before travel, but do not treat the first application as a remote application from abroad.
What to do after arrival
After arrival, submit the first application through the e-service or the current in-person Migrationsverket route.

Submit the first application — and say immediately if you need housing or money
A first application can be filed in the e-service or in person at Migrationsverket. If you have nowhere to sleep or not enough money for basic needs, do not wait for the decision: tell Migrationsverket during the first contact that you need accommodation and/or financial aid.

Prepare military-obligation evidence — only if this is your case
This step applies to men aged 23–65 making their first temporary-protection application on or after 5 August 2026. Migrationsverket accepts, for example, a passport with a valid Ukrainian exit stamp no more than 90 days old, an e-VOD from Reserv+, or another official document proving the right to leave Ukraine.

- · If you have nowhere to sleep tonight, tell Migrationsverket explicitly that you need accommodation now

- · Save the confirmation email and each family member's letter/case number
Why this matters: After filing, you receive confirmation and a case number. While you remain registered with a Migrationsverket reception unit, the application confirmation can be important evidence when asking for accommodation and financial support.
Council Implementing Decision (EU) 2026/1912, as corrected on 5 August 2026, extends temporary protection until 4 March 2028. After filing, Migrationsverket checks identity, citizenship, family relationship, and the legal basis for temporary protection. If something is missing, the agency will request additional information.

Why this matters: New applicants often start sending extra files randomly after filing. That does not necessarily speed up the case; keep originals and respond quickly to official requests instead.

Prepare military-obligation evidence — only if this is your case
This step applies to men aged 23–65 making their first temporary-protection application on or after 5 August 2026. Migrationsverket accepts, for example, a passport with a valid Ukrainian exit stamp no more than 90 days old, an e-VOD from Reserv+, or another official document proving the right to leave Ukraine.

Why this matters: If you are outside this group, this conditional step should not delay the main application.

Wait for the decision and check each family member separately
Migrationsverket sends decisions by post. If a family applied together, each person receives their own decision. Keep the application confirmation and case numbers while waiting.

Why this matters: Do not treat one family application as one shared document. School, healthcare, work, and the residence card depend on each person's individual status.

Photo and fingerprints are required for the UT card; Migrationsverket will tell you when to provide them
A residence permit card requires a photo and fingerprints. For a first application this may be arranged during an in-person contact or separately; Migrationsverket tells you how and when to complete biometrics. Without biometrics, the card cannot be produced.

- · After a grant, check the delivery address / collection method for the card
- · When the UT card arrives, verify name, date of birth, and validity period

Why this matters: Do not rely on someone else's sequence such as 'fingerprints are always taken on application day'. Your office may organise it differently.

If you have no housing, get temporary accommodation and be ready for a possible move
After applying, you can arrange your own housing or ask Migrationsverket for accommodation. If you need help, placement follows available capacity: it may be an apartment, a room with a shared kitchen, or a larger centre where meals are served. You may later be assigned to a municipality and moved to another town.

What to do
- · If you have nowhere to sleep, contact your reception unit / service centre and state that you need accommodation
- · When you move in, ask whether meals are included, where post is delivered, who your contact person is, and where questions should go
- · Do not assume temporary housing will be in the city where you applied; placement is where capacity exists
- · Watch letters, staff messages, and noticeboards because the next update may be a municipal relocation
- · Before a move, ask who arranges tickets, the final station, date/time, and who will meet you
- · If a municipality offers accommodation, do not refuse it without understanding the consequences; after refusal you must arrange housing yourself
Why this matters: This is the real housing route, not a single guaranteed 'state apartment'. The type of accommodation affects meals, daily allowance, and later relocation.
Migrationsverket says a municipal housing offer may take up to a month. The exact timing, municipality, and housing type are not guaranteed. Families are kept together; pets are normally not allowed in Migration Agency accommodation.

The new Reception Act applies from 1 October — reapply if you need daily allowance
Daily allowance is not paid automatically after a protection application. You must apply separately to Migrationsverket if you cannot support yourself and your family. The amount depends on household composition and whether meals are included in your accommodation.

- · Submit the form to the Migrationsverket reception unit where you are registered
- · Do not expect back payment: Migrationsverket does not grant allowance for days before it receives the application
- · As of 28 September 2026, where meals are provided the official rate is SEK 24/day for a single adult, SEK 19/day per partnered adult, and SEK 12/day for a child up to 17
- · Where meals are not provided or you live independently: SEK 71/day for a single adult, SEK 61/day per partnered adult, SEK 50 for a child 11–17, SEK 43 for age 4–10, and SEK 37 for age 0–3
- · Tell Migrationsverket if you start work, receive other income, move, or your financial situation changes
- · From 1 October 2026, the old application does not carry over automatically: if you still need daily allowance, submit a new Reception Act application as soon as possible
- · If Migrationsverket received the new application after 30 September 2026, allowance is not granted retroactively for the days before receipt
Why this matters: This is why a family in a centre where meals are served receives much less than a family that must buy and cook its own food. Eligibility also depends on your income, assets, and a spouse/cohabiting partner's income.
Checked 1 October 2026. The new Reception Act is now in force. For families with more than two children, the full child rate is paid for the two oldest children and half the rate for additional children. Daily allowance is intended to cover more than food: clothing, hygiene, some healthcare/medicine costs, and other everyday needs.

Contact the municipality about school; a personal identity number is not required for the first contact
A child who has applied for or received temporary protection has a right to preschool/school. If the child is not yet subject to population registration, there is a right to education but no compulsory school duty; Skolverket says these children should be admitted as soon as appropriate, with one month after arrival as the outer guidance.

- · Find the school/education contact for your municipality and state that the child has applied for or holds Temporary Protection Directive status
- · Apply even if there is no personnummer or coordination number; they are not a condition for school placement
- · Give the previous grade and available school records; the school will assess knowledge and decide placement
- · If another municipal move is expected soon, tell the school, but do not assume education must wait
- · After moving, contact the new municipality and transfer the school context
Why this matters: You do not need to wait for the residence permit card, a personnummer, or 'permanent housing' before making the first contact. The responsible municipality is the one where the child actually lives.
If the child is or should be listed in the population register, ordinary rules including compulsory schooling apply. If not population-registered, the child has a right to education but no school duty.

Healthcare: register with Migrationsverket, show your UT card, and call 1177 when you do not know where to go
Once registered with Migrationsverket, people from Ukraine receive medical and dental care under the asylum-seeker healthcare framework. For adults this mainly means emergency care and care that cannot wait; children under 18 have broader healthcare and dental rights comparable to other children in the region.

- · After registering with Migrationsverket, expect an offer of a free health examination; request an interpreter if needed
- · For a non-emergency problem, contact the nearest vårdcentral or call 1177; a nurse can direct you and the line operates around the clock
- · For a life-threatening emergency, call 112
- · Show the UT card when seeking care so the provider can apply the correct rules and fees
- · For a child under 18, do not apply the narrower adult 'care that cannot wait' rule; children's rights are broader
- · Once you are population-registered, healthcare follows the ordinary conditions for people living in Sweden
Why this matters: In Sweden you do not need to guess which hospital to use. For ordinary problems, start with a vårdcentral or call 1177; for a life-threatening emergency call 112.
Someone not yet registered with Migrationsverket can still receive certain urgent care but may have to pay for it themselves. Regional details can differ.

Once the permit is granted you may work; register with Arbetsförmedlingen if you need job-search support
Temporary protection gives the right to work in Sweden. If you want help finding work or building a job-search plan, register with Arbetsförmedlingen through a National Government Service Centre; you do not have to wait for a personnummer to make the first registration.

- · After the permit is granted, register as a jobseeker at a National Government Service Centre if you want Arbetsförmedlingen support
- · If you have no personnummer/BankID, do not rely only on the online flow; visit a service centre
- · At the planning meeting, explain your work target, experience, and whether you need an interpreter
- · Ask which support level applies to you; access to the introduction programme depends on time in Sweden, population registration, and housing situation
- · If you start receiving salary while also receiving daily allowance, tell Migrationsverket that your income changed
Why this matters: After status, the practical problem is usually not getting a work permit but entering the employment-support system correctly, obtaining a coordination number if needed, and understanding which programmes are available in your situation.

Ask your municipality about SFI or other Swedish tuition even if you do not yet have a personnummer
If you are not and should not yet be population-registered, there is no automatic statutory right to SFI/Komvux. However, a municipality may admit a temporary-protection holder to SFI or Swedish/Swedish as a second language where the participation conditions are met. Migrationsverket may also offer Swedish tuition of its own; that is not the same as SFI.

- · Find the SFI / adult-education contact for your municipality
- · State that you have Temporary Protection Directive status and are not yet population-registered, and ask directly whether the municipality admits this group to SFI or Swedish within Komvux
- · If the municipality does not, ask your Migrationsverket reception unit what Swedish tuition is available through the reception system
- · Check libraries, language cafés, and NGO courses as free supplements, but do not confuse them with official SFI
- · After population registration, re-check SFI rights under the ordinary resident rules
Why this matters: In practice, an answer such as 'you do not have a personnummer' does not always end the question. Ask whether your municipality voluntarily admits temporary-protection holders to SFI/municipal Swedish.
For a temporary-protection holder who is not and should not be population-registered, SFI before a municipal admission decision is an option rather than a guaranteed right. This is why access can differ between municipalities.

Submit Flytta till Sverige — only once you have held the permit for at least one year
For population registration under this route, you must have held a temporary-protection residence permit for at least one year and, in Skatteverket's assessment, be expected to stay in Sweden under such permits for at least 18 months in total from the date the permit was granted. If your first permit was granted on or after 5 September 2026, population registration under this route is normally unavailable. Once the conditions are met, file within four weeks.

Why this matters: This is not an address registration immediately after arrival. First check the permit duration, then submit Flytta till Sverige and book the mandatory identity check.

Bank and BankID — after UT-card / personnummer
Swedish accounts and BankID follow bank rules: often UT-card, personnummer (when you have it) and an address in the reception unit / municipality. Migrationsverket does not issue bank accounts.

- · Compare 2–3 banks — newcomer rules differ
- · Never give BankID codes to unknown 'helpers'
Why this matters: Without an account, daily allowance and rent are harder. 'Paid BankID broker' is a post-status scam.
