Booking and filing before arrival
The online form is not an appointment: protection is completed in person in Slovakia
Slovakia's Ministry of the Interior explicitly separates the electronic pre-registration form from the Foreign Police reservation system. The form can speed up the visit but does not reserve an appointment.
What you can do before arrival
You can prepare the data and check the reservation system. There is no official requirement to use a Slovak IP address or VPN.
What to do after arrival
After crossing the border, apply in person; use the official reservation system for the Foreign Police visit.
Technical note
On 28 September 2026, both the Ministry information page and the Rezervačný systém page loaded from a Swedish connection (HTTP 200), while the deeper portal.minv.sk “Go to service” endpoint timed out. This does not prove geo-blocking or that a VPN is required. If the deep service does not load, retry or contact the Ministry; BESSMERA does not recommend a VPN as an official booking method.

Check whether your address has been reported
If you are staying visa-free and your hotel, landlord, or other accommodation provider did not report your stay to the police, this must be done within 3 business days after entry. This is separate from the dočasné útočisko application.

- · If not, complete and sign the Hlásenie pobytu / Notice of Stay form with your actual address
- · Deliver the original signed form to the locally competent Foreign Police department within 3 business days after entry; if sending it by post, IOM recommends registered mail
- · Do not confuse this notice with the dočasné útočisko application — it does not grant temporary protection
Why this matters: Visa-free stay and dočasné útočisko are separate procedures. Reporting the address does not grant temporary protection.

Catch an appointment first — without it the application is usually refused

What to do
- · Choose a Foreign Police department that handles dočasné útočisko — this procedure is not tied to one office by home address
- · Book specifically temporary refuge / dočasné útočisko in the Interior Ministry system; without a slot the application may be refused
- · Refresh often (morning, several offices) — free slots disappear quickly
- · If you cannot catch one: compare hostel nights of waiting vs a one-off slot helper (~€150–200). Pay only after confirmation in your name, never upfront for a promise
- · Optionally complete the electronic declaration — it only speeds processing and does not replace booking
- · Prepare documents and proof of accommodation if already arranged
- · Attend in person; a minor child must also be present with the legal representative
- · With an identity document, status is often granted immediately; without documents — roughly up to ~30 days
Why this matters: People waste days and hostel money assuming they can walk in. In practice: slot first, visit second. Two lived options: try yourself, or pay someone for a slot (~€150–200 on the market) only after a PIN in your name.
A slot intermediary ≠ a lawyer for status. UNHCR/IOM do not sell appointments. The official booking source is the Interior Ministry system.

Check military documents if you are a Ukrainian man aged 18–60
From 6 August 2026, new and repeat applications by Ukrainian men aged 18–60 are subject to a separate military-obligation evidence requirement.

- · If you are 18–22, proof of military registration in Reserv+ may be sufficient
- · If you are 23–60, registration alone is not sufficient — the record must show exemption from military obligations or removal from military registration
- · If unsure, open the official source before booking the appointment

Temporary refuge application
As of 27 September 2026, all Foreign Police departments accept dočasné útočisko applications. The Bottova 7 large-capacity centre in Bratislava has been closed since 6 August 2024. The online declaration only speeds up processing and is not an appointment.

- · Attend the selected Foreign Police department in person; this also applies to a minor child
- · If you have no documents, the application can still be accepted and forwarded to the competent authority

After protection: check the 90-day deadline for the plastic card
After dočasné útočisko is granted, you receive confirmation of your status. If the status was granted after 15 December 2024, you must apply for the plastic residence card within 90 days.

- · Choose any Foreign Police department with an available appointment
- · Attend in person with the application, valid passport, and fee
- · If your status was granted after 15 December 2024, do not miss the 90-day deadline for the card application
- · The paper temporary-refuge confirmation remains usable for proving status and address registration under the Ministry rules
Why this matters: The plastic card is more practical for proving status and travel. A separate booking in the Interior Ministry system is required.

If you already hold temporary refuge and have pursued a qualifying purpose for 6+ months, check the temporary-residence route
Since 15 July 2026, a temporary-refuge holder may apply before temporary refuge ends for a residence document for a specific temporary-residence purpose if that purpose was actually carried out for at least six months immediately before filing and is still being carried out on the filing date.

- · Check that you actually carried out the purpose for at least 6 months immediately before filing
- · Prepare the full Foreign Police package; an incomplete application may not be accepted
- · Do not end temporary refuge in advance without understanding consequences for healthcare, housing, and benefits
- · Ask IOM MIC / Foreign Police to confirm the exact purpose and document list before booking
Why this matters: This is optional and not a reason to give up temporary refuge without preparation. For someone with stable employment, study, or another lawful purpose, it is a separate longer-term route worth evaluating.
Checked 1 October 2026. Nationally, temporary refuge is currently extended to 4 March 2027; the EU framework already extends to 4 March 2028, while matching Slovak national confirmation for 2028 is still pending.

If you have no long-term housing, check the subsidy route but do not expect an automatic apartment
Slovakia does not assign every temporary-protection beneficiary a private apartment after dočasné útočisko is granted. Support mainly works through a subsidy to an owner/accommodation provider hosting the person. For a new beneficiary, support generally covers the initial 60 days; longer support is limited to defined vulnerable categories.

What to do
- · Do not expect Foreign Police to automatically provide housing after the application
- · If you are paying for a hostel/short rental, search in parallel for an owner/host willing to use the official accommodation-support scheme
- · Ask the municipality / obec or UNHCR/NGO which forms the accommodation owner must file
- · Before the first 60 days end, check whether you fall into a vulnerable group for longer support
- · If you cannot pay for tonight's accommodation, do not wait for subsidy paperwork; call the UNHCR helpline or ask a local NGO/municipality for emergency help
Why this matters: This explains the practical reality: while waiting for Foreign Police, people often use a hostel, short-term rental, or friends, and housing still has to be solved separately after status.
The accommodation subsidy supports the hosting arrangement; it is not a guarantee that the state will find an apartment for you. Re-check current eligibility and vulnerable categories before filing.

How to access healthcare
After dočasné útočisko is granted, you are entitled to urgent and necessary healthcare even without public health insurance. Necessary care requires proof of temporary-refuge status.
What to do
- · For urgent care, show proof of the application or granted status
- · For a general practitioner, preventive care, or vaccination after status is granted, bring the dočasné útočisko document
- · If you start employment and earn at least the minimum wage, check with your employer that you are registered in the public health-insurance system

Enroll your child in school
Since 1 September 2025, compulsory education applies in Slovakia to children under temporary protection. For a child of compulsory-school age, the legal representative must apply for enrolment within 3 months after the dočasné útočisko procedure starts.
What to do
- · Find a school or its founder in your place of residence; if you do not know the school district, check the municipality website or contact the regional education office RÚŠS
- · Submit an enrolment application to the director of the chosen school
- · The school assesses previous education and Slovak-language level and places the child in an appropriate class
- · If you do not have Ukrainian school records, tell the school — it should help determine the appropriate class
Why this matters: The school places the child based on previous education and Slovak-language level. Missing Ukrainian school records do not by themselves prevent placement.

Start working
With dočasné útočisko you may work in Slovakia without a separate work permit. Ordinary employment does not require a separate work-permit application.
What to do
- · For ordinary employment, do not apply for a separate work permit
- · Give the employer a copy of your dočasné útočisko document
- · The employer must notify the Labour Office within 7 business days and attach a copy of your status document and contract — check that this is done
- · If you need business registration or self-employment, do not use this step as a business-registration guide — that is a separate procedure with different requirements
Why this matters: Your status already authorises work. Business registration or self-employment is a separate procedure, so BESSMERA does not mix it into the first-employment step.
