Displaced-person registration happens after arrival in Austria

To receive the displaced-person identity card, you must register with the police or a designated registration centre.

What you can do before arrival

You can check current registration points and documents before travel, but the registration itself is not completed remotely.

What to do after arrival

After arrival, complete registration at the designated police/registration point; the BFA then issues the card.

    Arrival

    Austria's temporary right of residence for displaced persons has been extended to 4 March 2028. The BFA issues the ID card after registration at a police registration office or designated registration centre.

    One visit: registration + biometrics at a designated police station

    This is not 'walk into any police station'. Points differ in Vienna and the states — use the designated registration office on oesterreich.gv.at / BMI. Biometrics are taken in the same appointment; there is no separate second 'biometrics' step.

    For a new application from August 2026, prepare military-obligation evidence if the rule applies

    BMI confirms that new temporary protection is granted only to people who have complied with military obligations under Ukrainian law or can prove exemption. BMI lists evidence such as proof of lawful exit from Ukraine or official proof of exemption or compliance.

    Why this matters: The card is not issued without registration.

New arrivals from August 2026 are subject to proof of compliance with or exemption from Ukrainian military obligations. Concurrent active temporary protection in two states is not allowed. If the previous status and social support in another EU state have already ended, BMI allows registration in Austria where adequate proof of termination is provided.

    • · If you lack housing/money, ask BBU / Grundversorgung for your Bundesland at once

    Why this matters: Without registration there is no displaced-person ID. If you have nowhere to sleep or no money, ask about Grundversorgung / BBU immediately, not only about a stamp.

    For a new application from August 2026, prepare military-obligation evidence if the rule applies

    BMI confirms that new temporary protection is granted only to people who have complied with military obligations under Ukrainian law or can prove exemption. BMI lists evidence such as proof of lawful exit from Ukraine or official proof of exemption or compliance.

    • · Check the current BMI Erfassung und Aufenthalt page before the appointment
    • · Bring the original or officially usable evidence rather than an informal screenshot
    • · If you are unsure whether a Ukrainian military obligation applies to you, ask BFA/police to assess the document

    Why this matters: This is a conditional step for new applicants after the rule change, not a requirement for every person who already continuously held Austrian protection to prove military status again.

    Receive the displaced-person ID and check the data

    After registration the BFA issues the displaced-person ID — often by post to the address you gave. This is your temporary-residence document through 4 March 2028 (check the current date on the card/notice).

    What to do

    • · When the card arrives, check name, date of birth and validity
    • · Photograph/copy it and keep the original safe
    • · If the card is late, verify the address and contact the channel named at registration

    Why this matters: Without the card employers, doctors and schools often cannot see your status. If the letter is lost, do not restart via Telegram; use the official BFA / police channel.

    If you want to move from displaced-person status to a regular residence title, the legal gap can now be avoided

    BMI announced an easier transition to residence titles under the NAG: renunciation of the displaced-person residence right can take effect only once the new NAG title has actually been granted. This removes the interim period in which a person could otherwise be left without a valid residence basis.

    What to do

    • · Identify the specific NAG title first and verify its conditions
    • · Do not give up displaced-person status before the new title is positively processed merely on oral advice
    • · Ask the authority to confirm that renunciation becomes effective together with issuance of the new NAG title

    Why this matters: This matters to people planning a longer-term route through work, family, or another basis. It does not create automatic eligibility for a specific NAG title; all conditions for that title still have to be met.

    Meldezettel / address registration — separate from the police visit

    After (or alongside) displaced-person registration you need local residence registration (Meldezettel) at the competent meldebehörde for your city. That is not the same as police biometrics: without an address, insurance, school and Grundversorgung get lost.

    • · File the address registration within the local deadline
    • · Keep the Meldezettel — doctors, schools and AMS often ask for it

    Why this matters: Newcomers think the police stamp is already 'registration of address'. In Austria the local address is a separate step; use oesterreich.gv.at for your municipality.

    If you have no housing or money, check Grundversorgung

    BBU and the responsible federal-state services coordinate basic care for people who need support. It can include accommodation, food, social, medical and psychological support, and basic daily necessities; implementation differs by Bundesland.

    • · Call the BBU Ukraine hotline or find the Grundversorgung contact for your Bundesland
    • · State clearly if you have nowhere to stay today or cannot cover basic needs
    • · Ask which components of basic care are available in your federal state
    • · Do not treat Grundversorgung as a guaranteed long-term private apartment

    Why this matters: Grundversorgung is not the same as automatic health insurance and does not guarantee a private apartment. If you cannot stay with relatives and have no financial means, temporary accommodation may be available through a federal-state or federal reception route.

    Health insurance according to your current situation

    The automatic compulsory health-insurance arrangement for displaced persons from Ukraine ended on 31 May 2025. Coverage can now arise through employment, co-insurance, basic care when you are eligible, self-insurance, or another qualifying route.

    • · Do not rely on the rule from before 31 May 2025

    Why this matters: Do not tell every person from Ukraine that healthcare is already insured automatically.

    School

    For a child actually living in Austria, compulsory schooling is assessed from the child’s situation and duration of stay. Start with the local school or Bildungsdirektion for your address.

    • · Contact the local school or Bildungsdirektion for your address
    • · Tell them the child’s age, previous grade, and language of instruction
    • · Bring the documents you have; the school or Bildungsdirektion will determine the appropriate school and class

    Why this matters: Placement is handled locally, but the basic documents can be prepared before the first contact.

    Work with Ausweis + AMS (public employment service)

    With Ausweis für Vertriebene you can work; AMS helps with vacancies, German courses and sometimes subsidies. AMS registration is separate from police registration.

    • · Register with AMS in your state if you are job-seeking
    • · Show ID and Meldezettel to the employer
    • · Do not pay for 'Arbeitsgenehmigung for Vertriebene' without checking if it is required

    Why this matters: Employers ask for Meldezettel and ID. AMS does not auto-place you, but without AMS registration some support is unavailable.

    Bank, SIM, e-card — after Meldezettel

    After ID and Meldezettel: bank account, local SIM and e-card for healthcare (if insurance is connected). oesterreich.gv.at is the official portal — not a 'paid adaptation package'.

    What to do

    • · Get the bank's document list for Vertriebene
    • · Do not give IBAN/passwords to 'volunteer helpers'
    • · For doctors — check e-card / insurance route for your state

    Why this matters: Without an account, rent gets harder. Fake 'Grundversorgung helpers' ask for IBAN.

  • Caritas Asylzentrum — Grundversorgung Wien — BBU-verified Vienna contact point for Grundversorgung counselling. Use the FSW appointment system for counselling/application; BBU separately notes that organised accommodation for newly arrived Ukrainians in Vienna is currently restricted.
  • Caritas Oberösterreich — Grundversorgung — BBU states that Grundversorgung enquiries in Upper Austria are handled through Caritas or Volkshilfe; this is the published Caritas contact point in Linz.
  • Caritas Salzburg — Clearingstelle Grundversorgung — BBU explicitly lists this Caritas clearing office as the Grundversorgung application point in Salzburg.

  • Land Kärnten — Grundversorgung — BBU states that in Carinthia applications for both private basic care and organised accommodation are submitted directly to the provincial government at this address.
  • Land Tirol — private Grundversorgung — BBU explicitly separates two Tirol routes. If you already live in private housing, the Grundversorgung application is sent to the Social Affairs Department at soziales@tirol.gv.at. This is not the organised-accommodation counter and not a building you should visit only because the city is Innsbruck.
  • Tiroler Soziale Dienste — Parteienverkehr Ukraine — This route is only a request for organised accommodation in Tirol: email auskunft.ukraine@tsd.gv.at or the counter at Trientlgasse 6. A private-housing application is not filed here — BBU directs that to soziales@tirol.gv.at.
  • Niederösterreich — private Grundversorgung — For private housing in Lower Austria, BBU does not name one office for the whole province: the application goes to the district authority or magistrate for your address, or through the municipality. The separate St. Pölten instruction applies only if you are registered there. Landhausplatz is not a universal filing point.
  • Amt der NÖ Landesregierung — organisiertes Quartier — This counter is for organised accommodation in Lower Austria, not a private-housing application. Private housing is filed at the district authority or magistrate for your address. BBU publishes the provincial email, but it does not replace the district filing route.
  • Land Burgenland — Grundversorgung — BBU publishes the Burgenland basic-care email, phone and the provincial application form for a private application. That page does not give one street address as the single filing place for the whole province.
  • Diakonie Flüchtlingsdienst — organisiertes Quartier Burgenland — BBU directs a request for organised accommodation in Burgenland to Diakonie at mobeb@diakonie.at. This does not replace a private application through the province and is not a reason to travel to a guessed Eisenstadt address.
  • Vorarlberg — private Grundversorgung — If you already have private housing in Vorarlberg, BBU tells you to contact the competent district authority. The provincial email grundversorgung@vorarlberg.at is the basic-care contact, not a substitute for the district office and not a counter address.
  • Caritas Vorarlberg — Erstankunftsbüro — Organised accommodation in Vorarlberg goes through the Caritas arrival office. BBU names Schlossgraben 6, but the same page prints postcode 6080 while Feldkirch uses 6800. Until that postcode is consistent, BESSMERA does not build a street route: start with the phone or email.
  • Polizeiinspektion Wien-Hernalser Gürtel — Official displaced-person registration location in Vienna. BFA instructs users in Vienna to book electronically and choose “Erfassung Ukraine Vertriebene”.
  • Polizei — Erfassungsstelle — The police carry out the first registration of a displaced person. BFA receives the data from police and issues the card.
  • Grundversorgung — Bundesland contact — Grundversorgung is handled by the responsible Bundesland. BBU publishes the current contact and filing route for each federal state; BESSMERA shows a concrete verified service point where the route is unambiguous.
  • BFA — BFA issues the displaced-person ID after police registration. You normally do not need to contact BFA unless BFA asks you to.
  • AMS — The employment service. It is not the same step as the displaced-person ID card.
