Spain for Ukrainians: what to do after arrival
Core guide for an in-person application, then NIE and TIE.
Booking and filing before arrival
You can arrange an appointment by phone where the authority offers it
The Spanish application itself is in person, but CREADE centres and some police offices publish phone or other appointment channels.
What you can do before arrival
You can identify the office and call the official number where telephone booking is offered. BESSMERA found no general official geo-block rule for booking.
What to do after arrival
Attend the CREADE or authorised Policía Nacional office in person with your documents.
Core path in Spain: an in-person application, then NIE and TIE.
What you need to do
Start with the first practical steps. The full path and official sources are below.
- 1
Today: find CREADE / Policía and do not pay for a 'slot'
In Spain temporary protection starts with an in-person application at a CREADE or authorised Policía Nacional station — not an online form in a chat. If you have nowhere to sleep, ask about acogida / reception in parallel with the booking.
What to prepare
- · Passport or another ID
- · Family documents if travelling with children/partner
- · The address where you actually sleep (hostel counts)
- 2
Book your temporary-protection application
Choose the nearest verified CREADE or authorised Policía Nacional office and arrange your appointment. Official CREADE temporary-protection appointment numbers are Madrid/Pozuelo +34 666 800 194, Málaga +34 628 216 478, and Barcelona +34 93 238 21 99.
Where to go: CREADE or an authorised Policía Nacional station
What to prepare
- · Passport or ID
- · The CREADE / authorised Policía phone number from the Ucrania Urgente list
- · The address where you actually sleep (a hostel counts)
- 3
Prepare your passport and family documents
Bring a passport or identity document and family documents. From August 2026 the official portal states that applicants must justify compliance with or exemption from Ukrainian military obligations where that applies.
What to prepare
- · Passport, identity document, or other travel document
- · If applying with family: proof of family relationship, such as marriage, birth, or adoption documents
- · For other nationalities legally resident in Ukraine: proof of legal residence in Ukraine and circumstances preventing a safe and durable return

Ministerio de Inclusión
What to do
- · Open Ucrania Urgente and find the CREADE / station for your province
- · Do not pay for a 'guaranteed slot' in a messenger
- · If you have no housing tonight — ask for acceso al sistema de acogida, not only a stamp
Why this matters: A Telegram 'registration' does not give an NIE. Brokers sell slots; official booking is free or via Ucrania Urgente.
Council Implementing Decision (EU) 2026/1912, as corrected on 5 August 2026, extends temporary protection until 4 March 2028. The military-obligation condition applies from 5 August 2026 and does not apply to a person who already had temporary protection in the same state on or before 4 August 2026 and continuously kept it. https://eur-lex.europa.eu/eli/dec_impl/2026/1912/oj/eng

Policía Nacional
What to do
- · Choose an office below
- · Call the official number shown or use the appointment method displayed for that location
- · Save the appointment date, time and address
- · If you are not near a CREADE, open the official list of authorised Policía Nacional stations for your province
- · Do not pay in a messenger for a 'guaranteed slot'
Why this matters: Not every police station accepts temporary-protection applications, so BESSMERA shows only locations that match the official route.
Checked 29 September 2026: EU status runs to 4 March 2028 (Decision 2026/1912). Nationally, Orden INT/96/2026 automatically extends beneficiary TIEs to 4 March 2027; no Orden aligning TIE validity to 2028 was found. BESSMERA does not transfer the EU date onto a TIE — check your certificate/TIE and the authority's current instruction.

Prepare your passport and family documents
Bring a passport or identity document and family documents. From August 2026 the official portal states that applicants must justify compliance with or exemption from Ukrainian military obligations where that applies.
Ministerio de Inclusión
What to do
- · Check Ucrania Urgente for whether the military rule applies to you
- · Photograph all applicants' passports on your phone
- · If the rule does not apply — do not add a 'military pack from TikTok'
Why this matters: The military justification is not put to people the rule does not cover.

4
Apply in person at CREADE / Policía — get proof of filing
The temporary-protection application is accepted in person at the CREADE or authorised Policía Nacional station you chose. Without that visit there is no case number / later NIE.
Policía Nacional
What to do
- · Attend the office you booked
- · File the application and take the confirmation / number
- · Do not hand your passport for 'safekeeping' to a stranger at the entrance
Why this matters: An online 'chat registration' is not status. At the appointment, ask for written proof of filing immediately.

5
Keep the NIE / case number — it is not the TIE yet
After filing you receive an NIE or case number. It identifies the procedure for the TIE booking, work and healthcare — but the plastic TIE card is a separate step.
Policía Nacional
What to do
- · Write down the NIE/case number and photograph the document
- · Check the name spelling
- · Do not pay for 'fast NIE assignment' in messengers
Why this matters: People photograph the paper and lose it; then they cannot book the TIE. Copy it to your phone and cloud storage.

6
Protection certificate — use it until the TIE
The temporary-protection certificate confirms residence, work, healthcare and a child's school rights while the plastic TIE is still in process. Check the dates on the certificate you were given — do not copy a date from TikTok.
Ministerio de Inclusión
What to do
- · Check that the name and number match your case
- · Carry the certificate with the NIE until you have the TIE
- · Do not throw the certificate away after booking the TIE — you still need it
Why this matters: Employers and doctors often accept the certificate + NIE before the card arrives. If the printed date is older than a current extension, show official Ucrania Urgente / your certificate.

7
Book the TIE separately — do not confuse it with the certificate
The plastic TIE is a separate booking and visit after the certificate. BESSMERA does not show live 'free slots'. Official booking is free; a 'guaranteed slot for €' in chats is a common scam.
Policía Nacional
What to do
- · Find the official TIE booking channel for your province
- · Do not pay an intermediary for a 'guaranteed' slot
- · At the visit, check the card data before you leave
Why this matters: The certificate and the TIE are different documents. Without the TIE some employers/banks push back, but the certificate already gives rights — do not freeze while only waiting for the card.

Healthcare
Temporary protection gives access to healthcare, but the health card and practical primary-care registration are handled by the health service of your autonomous community.
Servicio de Salud / Centro de Salud
What to do
- · Open the official primary-care-centre catalogue
- · Find the centre by autonomous community, province and locality
- · Confirm the health-card and family-doctor/paediatrician route
Why this matters: Healthcare entitlement and the actual Centro de Salud/family doctor are different things; the competent centre depends on your address and Zona Básica de Salud.

Start your child's school enrolment now
Spain's official Ukraine portal recommends immediate school enrolment for children from Ukraine. The process is managed by your autonomous community, so the first practical contact is a school or institute in the region where you live.
Consejería de Educación / centro educativo
What to do
- · Choose a school or institute in your autonomous community and ask to enrol your child from Ukraine
- · Ask the school to give you the local procedure and document list immediately, because these differ by autonomous community
- · If the child is entering a level up to and including 4º ESO, do not delay enrolment for homologación of previous studies
Why this matters: You do not need to wait for every migration step to be completed before starting school enrolment. Up to and including 4º ESO, no separate homologación / convalidación of previous studies is required.

10
You can work with the certificate/TIE — no separate work permit
Temporary protection grants the right to work. Show the employer the certificate or TIE (and NIE), not a TikTok screenshot. A separate work permit for ordinary employment is usually not required.
Ministerio de Inclusión
What to do
- · Show your status document and ask for a written employment contract
- · Do not pay for a separate work permit for standard employment under temporary protection
- · Ask when the employer will register you in the social system / for healthcare
Why this matters: Intermediaries sell a 'work permit' when the right already comes with status. Contract and social contributions are the employer's duty; insist on a written contract.

11
Register your address in the Padrón municipal
If you actually live in Spain, register in the municipal Padrón for your usual place of residence. The register is managed by your Ayuntamiento.
What to do
- · Identify the Ayuntamiento for the address where you actually live
- · Find the trámite de empadronamiento / Padrón municipal on the city's official website
- · Register using the method set by your Ayuntamiento and keep the confirmation
- · If you move to another municipality, register the new address with the new Ayuntamiento
Why this matters: The Padrón confirms your municipal address and is used in many local procedures. This is a concrete next action rather than a generic 'connect local services' step.
