Romania for Ukrainians: what to do after arrival
Core guide through IGI. A military-evidence list is not invented where the instructions omit one.
Booking and filing before arrival
Temporary-protection registration in Romania requires personal attendance
IGI registers the applicant in person, including a photograph and Romanian address details; each applicant, including children, must be present.
What you can do before arrival
You can prepare documents and identify the territorial IGI office, but remote preparation does not replace personal attendance.
What to do after arrival
After arrival, go to the territorial IGI structure or designated regional centre.
Core path through IGI. A military evidence list is not invented.
What you need to do
Start with the first practical steps. The full path and official sources are below.
- 1
Arrival
Applications are accepted at territorial immigration structures or regional asylum procedure and accommodation centres. Physical presence is required for each applicant, including children.
What to prepare
- · The presence of each applicant
- 2
Choose an IGI structure — not 'any police station'
As of September 2026, temporary-protection residence permits are issued/reissued by IGI through territorial structures or regional centres. An ordinary police station often does not run this procedure.
Where to go: Territorial IGI structure
What to prepare
- · Name and address of the structure from the IGI site
- · A plan for travel with children / luggage
- 3
Prepare identity and family papers from the IGI list — no invented extras
Bring the identity and family documents current IGI instructions ask for. A separate 'Romanian Reserv+ list' is not invented here: if IGI did not name evidence, do not paste a Swedish/Czech template.
What to prepare
- · All personal documents you have: passport, ID card, or another identity document
- · Your actual address in Romania
- · Civil-status and family-relationship documents if registering with family

IGI
What to do
- · Find the territorial IGI structure
Why this matters: A child cannot be added without being present.
Council Implementing Decision (EU) 2026/1912, as corrected on 5 August 2026, extends temporary protection until 4 March 2028. The military-obligation condition applies from 5 August 2026 and does not apply to a person who already had temporary protection in the same state on or before 4 August 2026 and continuously kept it. https://eur-lex.europa.eu/eli/dec_impl/2026/1912/oj/eng Checked 29 September 2026: IGI / protectieucraina.gov.ro pages may still show stale end dates (2025/2026); under the HG 505/2024 lineage permit validity tracks Decision (EU) 2022/382 as amended — currently to 4 March 2028. No national military-evidence checklist was published on IGI.

Choose an IGI structure — not 'any police station'
As of September 2026, temporary-protection residence permits are issued/reissued by IGI through territorial structures or regional centres. An ordinary police station often does not run this procedure.
IGI
What to do
- · Open the official structure list on igi.mai.gov.ro
- · Save the address and check current opening hours
- · Do not pay for an 'IGI booking via intermediary' if booking is official and free or not required
Why this matters: People go to the wrong place and lose a day. Opening hours change — take them only from the official IGI page, not a chat.

Prepare identity and family papers from the IGI list — no invented extras
Bring the identity and family documents current IGI instructions ask for. A separate 'Romanian Reserv+ list' is not invented here: if IGI did not name evidence, do not paste a Swedish/Czech template.
IGI
What to do
- · Re-read the current IGI page the day before
- · Do not add a 'just in case' document that is not in the instructions
- · Photograph the pack on your phone for yourself
Why this matters: An invented document pack gets rejected on site or creates panic. A short check of the IGI page the night before is better.

One IGI visit: every applicant + document check + photo
At IGI registration everyone who is applying must be present (including a child). In the same appointment they check documents and take a photograph — there is no separate second 'verification' step.
IGI
What to do
- · Attend with everyone who is applying
- · Complete the document check and photograph on site
- · Ask when/how you receive the permit and CNP if it is assigned in this procedure
Why this matters: One missing family member stops that person’s part of the case. People often think they can 'drop a folder for everyone' — a child still needs to attend.

5
Military obligation: confirmation still needed
EU Decision 2026/1912 applies. If current IGI operational guidance does not name the accepted evidence, BESSMERA does not invent it.
IGI
What to do
- · Check the IGI page
- · If there is no list, escalate the question to a specialist
Why this matters: A list copied from Sweden would not be a Romanian rule.
NEEDS_CONFIRMATION. A specialist can check the IGI page. This is not a conclusion that you will be refused, or that no proof is required.

6
Collect the permit and check the data (name, dates, CNP)
After the visit IGI issues the temporary-protection residence permit. This is your main status document in Romania for doctors, school, work and banks — not a 'chat certificate'.
IGI
What to do
- · Ask IGI when and how to collect the permit (same day / later)
- · Check name spelling, date of birth and validity
- · Photograph/copy it and keep the original safe
Why this matters: A name error or missing CNP later blocks local services. Better to check on the spot than travel again a month later.

7
CNP on the permit — write it down; do not give it to 'helpers'
The CNP is the Romanian ID number. It is often printed on the temporary-protection permit when assigned in this procedure. Doctors, schools and employers ask for it.
IGI
What to do
- · Copy the CNP only from the official IGI permit/certificate
- · If the CNP is missing or wrong, go back to IGI for correction — not to an intermediary
- · For healthcare/school, bring the permit and CNP together
Why this matters: The CNP alone does not replace the permit. Do not dictate the full number in Telegram 'for subsidy registration'.

8
Update your address with IGI after every move
Your Romanian residence address must be registered or updated through the IGI procedure. Even a one-week hostel is better in the system than a blank field — otherwise letters and summons get lost.
IGI
What to do
- · Ask IGI the exact way to report the address for your office
- · Update the address as soon as you move
- · Keep any update confirmation they issue
Why this matters: An old address stops official post. BESSMERA does not invent a deadline that is not in verified IGI text — check the current instructions.

Healthcare
Temporary protection in Romania includes access to healthcare. For a practical visit, use your temporary-protection residence permit and CNP if one has already been assigned.
CNAS
What to do
- · Show the permit and CNP, if assigned, when receiving care
- · For non-emergency care, find a healthcare provider participating in the CNAS system
- · If the provider cannot find you in the system, ask them to verify the registration using the permit / CNP details rather than restarting the migration procedure
Why this matters: The healthcare provider needs to identify you in the Romanian system; the permit and CNP are the main identifiers already linked to your case.

10
School
The application is submitted to the chosen school; for primary entry, the official process uses a standard application and in-person document validation.
What to do
- · Choose the local catchment school or another school with available places
- · Submit the application and complete validation at the school
- · For entry above first grade, bring available previous-school records so the school can place the child at the right level
Why this matters: An online application does not by itself complete enrolment — the school must validate the documents.

11
Work with permit + CNP — no intermediary 'work permit'
The temporary-protection permit gives access to the labour market in Romania. Show the employer the permit and CNP; a separate work permit for ordinary employment is usually not required.
IGI
What to do
- · Show permit and CNP to the employer
- · Sign a written contract de muncă
- · Do not pay for 'work permit for Ukrainians' in chats
Why this matters: Intermediaries sell 'autorizație de muncă' when status already grants the right. Bank and ANOFM are separate steps after the contract.
